The Maryland Dream Act allows some undocumented students to qualify for Prince George's Community College in-county or in-state tuition rates. This process is not intended to be used for DACA students or students who possess a visa. These students should follow the College's standard residency policy and proceduresin order to receive in-county or in-state residency for tuition purposes.
Eligibility Requirements for Non-Resident Tuition Exemption for Undocumented Students Under the Maryland Dream Act
In order to be eligible for in-county or in-state, out-of-county tuition rates under the Maryland Dream Act, students must meet the following requirements:
- Complete the Application and Affidavit for Non-Resident Tuition Exemption for Undocumented Students Under the Maryland Dream Act.
- Attended a public or non-public high school in Maryland.
- Graduated from a public or non-public high school in the state of Maryland or received the equivalent of a Maryland high school diploma (GED).
- Enroll at Prince George’s Community College within six years of graduating from a Maryland high school or receiving the equivalent of a Maryland high school diploma (GED).
- Provide documentation that the student or the student’s parent/legal guardian (proof of legal guardianship is required, if applicable) filed Maryland income tax annually for the last three years.
- Certify on the Application and Affidavit for Non-Resident Tuition Exemption for Undocumented Students Under the Maryland Dream Act stating that the student will file an application to become a permanent resident within 30 days after the individual becomes eligible to do so.
- Provides proof — receipt of registration from the U.S. Post Office or selective service card — that the student has registered with the selective service (if required).
Students who meet the eligibility requirements outlined above will be eligible for in-county tuition rates if the high school from which they graduated from or most recently attended (if they received the equivalent of a high school diploma) is located in Prince George’s County or if the address used on the most recent year’s Maryland income tax returns is located in Prince George’s County. Students who meet the eligibility requirements listed above but are not able to demonstrate residency in Prince George’s County will be eligible for in-state, out-of-county tuition rates.
Status Renewal Requirements
Students seeking a non-resident tuition exemption under the Maryland Dream Act must complete the Application and Affidavit for Non-Resident Tuition Exemption for Undocumented Students Under the Maryland Dream Act annually. Maryland tax returns from the previous year must be submitted with renewal applications.
